Montenegro is one of Europe’s hidden gems, a small Adriatic country, located almost exactly between the UK and Israel, where dramatic mountains drop into crystal clear sea. Its history stretches from Roman and Byzantine times through Venetian and Ottoman influence, before gaining independence in 2006. Today it offers something increasingly rare in Europe. It is safe, welcoming, and genuinely warm.
 

For Jewish travellers, that sense of welcome is particularly noticeable. Jewish life in Montenegro spans nearly 2,000 years, yet today the community remains small, numbering around 500 people, and is quietly rebuilding. With a strong Chabad presence and a new synagogue being built in Podgorica, Jewish life here is growing with confidence.
 

And perhaps nowhere captures that better than Dukley Hotel and Resort.
 

Walking through Montenegro’s coastal towns, hearing Hebrew spoken and seeing kippot worn openly feels both surprising and uplifting. In 2025, around 150,000 Israeli tourists visited Montenegro (out of a total of 2.7 million from around the world) making Israel one of its largest tourism markets.

The neighbouring Harmonia Hotel provides a four star option, with guests enjoying access to the same kosher infrastructure and facilities.
 

The accommodation strikes a rare balance between luxury and practicality. Apartments are spacious and thoughtfully designed. They include fully equipped kitchens, washing machines, ironing facilities, and layouts that work for families as well as couples. The finishes are elegant, with details such as heated bathroom floors adding a genuine sense of comfort. Some residences also include large terraces with jacuzzis or even fitness equipment.
 

This is not just somewhere to stay. It is somewhere you can live comfortably for a week or longer.
 

The grounds are equally impressive. The resort is immaculately maintained, with carefully curated gardens that include over 100 species of plants, giving it a lush Mediterranean feel. Moving around the property is easy, thanks to a fleet of golf buggies that are available on demand to take guests wherever they need to go.

There are three private beaches, each with its own personality. Dukley Beach offers a calm and relaxed setting, ideal for families, with watersports and plenty of space to unwind. Laguna Beach has a livelier feel, with music and a DJ creating a more social atmosphere. A third quieter beach  - Sumosan -  offers a more peaceful retreat for those looking to completely switch off.
 

Above it all sits an infinity pool overlooking the Adriatic. Lined with sunbeds, it offers sweeping views across the coastline and is the perfect place to spend a long afternoon.

What truly sets Dukley apart is its fully integrated kosher offering.
 

The resort includes an on-site synagogue with regular minyanim, and an eruv. The Shalom kosher restaurant provides a full dining experience, while a kosher shop offers snacks, wine, and refrigerated and frozen products for guests who want additional flexibility.
 

Kabbalat Shabbat in the synagogue is vibrant and uplifting. Jews from across the world come together, creating a rich and genuinely moving atmosphere that only happens when travelling.
 

Friday night dinner is generous and well executed. After a communal Kiddush, guests are served a wide array of dishes. The meal begins with salads, dips, and traditional starters, followed by multiple courses of fish, meat, and sides, and finishes with a variety of desserts designed for sharing.
 

Breakfast maintains that standard. A full buffet includes smoked salmon, cheeses, eggs, breads, salads, cakes, yoghurt, and fresh produce, ensuring there is something for everyone. 
 

Lunch is buffet style with a similar amount of hot and cold options. 
 

The Shalom restaurant operates under Kedassia London supervision, ensuring the highest standards of kashrut, including Glatt kosher meat (Chalak Beit Yosef), Chalav Yisrael, and patisserie items prepared as Bat Yisrael.
 

One moment captured the experience perfectly. When I asked a group of Israeli guests why they were eating so enthusiastically, they replied with a smile, “This is the food of home.” That is what Dukley represents, a place where you can enjoy a truly luxurious holiday while remaining fully observant.

The staff are professional, warm, and attentive. They clearly understand what it means to cater for kosher guests and go out of their way to ensure every visitor has a positive experience.
 

Dukley’s location makes it an ideal base for exploring some of Montenegro’s most beautiful destinations – three of which we visited.
 

Porto Montenegro feels like a Mediterranean dream. An elegant marina where superyachts sit against a backdrop of mountains and clear blue water, with palm lined promenades, cafés, and boutiques creating a relaxed and stylish atmosphere.
 

Kotor Old Town is breathtaking. A perfectly preserved medieval maze of narrow stone streets, hidden squares, and historic churches, all enclosed within ancient city walls. Set between mountains and the sea, it feels like walking through history.
 

Perast offers something quieter and more reflective. It is a town that feels untouched by time. Just offshore, the island of Our Lady of the Rocks rises from still water, a small church set against dramatic mountain scenery. Taking a boat out to it allows you to fully appreciate the beauty of the bay.
